JCPC delegates final annual-plan certification to executive committee
To avoid an extra May meeting, the council voted to authorize the executive committee to finalize and submit the draft annual plan and certification to the state, with staff circulating the draft to the full council in advance.

Staff explained the state requested a draft annual plan and certification (including planning and allocation summaries) be submitted by mid‑May and asked the council whether it would give the executive committee authority to finalize the draft to meet the state deadline. The council moved, seconded and voted to provide that authority and to circulate the draft to the full council beforehand for review.
