Emergency management staff proposed creating a shared administrative assistant to support emergency planning, public-information tasks and data reporting; the position would be split with the engineering office. Commissioners also discussed setting aside $6,000 to formalize a part-time stipend for an elections employee (referred to as Becky) to be activated during disasters so that emergency-management duties are compensated without drawing on elections payroll.
