Staff told the commission that local ordinances do not currently define group homes, halfway houses or adult rehabilitation centers and said those uses were omitted intentionally, which complicates the town's ability to site transitional housing. "We don't have a definition of 1. We don't have it in any of our zoning districts," staff said when describing group homes and transitional housing.
