CIP update: TxDOT/UPRR agreement delays, intersections and several at‑risk projects flagged

Kate Moriarty, executive director of administrative services, told the council that design consultant HNTB informed staff that construction and maintenance agreements between TxDOT and Union Pacific Railroad were not expected to be complete until April, a slip that may push planned letting dates and increase schedule risk for the FM‑1660/79 project. "It looks like the construction and maintenance agreements between TxDOT and UPRR are not anticipated to be complete until April," Kate said.

The CIP presentation covered many projects: portions of the redesign for CR‑137, detention‑pond redesign affecting school access, Edgemont sidewalks nearing final resolution pending legal coordination, the Exchange Boulevard roundabout awaiting one condemnation parcel and a utility relocation, and water/wastewater items including an elevated storage tank and transmission main out for bid. Staff warned that some projects will not reach construction until fiscal years 2028–29 given design and right‑of‑way schedules. Council pressed staff on timelines, coordination with HISD for safe routes to school, and potential sequencing changes to avoid overlapping major projects.

Several small‑to‑mid size projects were also noted as nearing completion or pending punch lists (e.g., Petal Lake Park playground anticipated substantial completion next week), while larger items (police station/jail CMAR GMP, central wastewater bypass) progress through design and procurement. Staff said they will return with refined schedules and additional coordination with county and TxDOT. Council emphasized the need for better public communication on timing and for proactive right‑of‑way outreach to avoid last‑minute condemnation or schedule slips.
