Captain Brian Bunge, commanding officer at Naval Base San Diego, told the Senate panel the base supports more than 26,000 active sailors, thousands of reservists and civilians, and sees roughly 55,000 people pass through its gates daily. "55,000 people come through my gates every day," he said, underlining the scale of civilian and military movement the installation supports.
