Board conditionally approves RV/boat storage conditional use; traffic and drainage worries persist

The Planning & Zoning Board recommended approval of CU2603, a conditional use permit to allow RV and boat storage on a property on South Ridgewood Avenue, but attached conditions and substantive discussion about traffic and drainage.

Ryan, planning staff, told the board that city council had previously approved rezoning to B‑3 (Highway Commercial) and that outdoor storage is a conditional use in that district. The applicant, Jeff Seiler, said the project is in early design and is being pursued as a condominium model where spaces would be owned rather than rented; he said he is coordinating with the Florida Department of Transportation on driveway location and traffic concerns.

Neighbors repeatedly raised concerns about where stormwater would be discharged and whether the proposed retention pond would increase runoff into the adjacent San Remo subdivision. Paul Bizeri and Debbie Hinkle asked whether the city or the applicant would need to upgrade neighboring retention infrastructure or secure easements; staff said the applicant must either design a 100‑year closed basin or secure easement and agreement with the neighboring HOA so no net negative externalities occur.

Because of traffic worries on US‑1 near nearby commercial driveways, one board member moved to approve CU2603 with the condition that a turn lane be provided on US‑1; the motion was seconded and passed on roll call. Staff noted that TPO/TIA thresholds determine whether a full traffic impact analysis is required, and that FDOT coordination may affect final driveway placement.
