Engineer reports ROW progress on Phase II reclamation and delays on Chub Run sewer work

In a written engineer report, staff said the Phase II AMD/AML project has secured 28 of 34 right-of-way agreements and that the environmental assessment was submitted to the Office of Surface Mining on Oct. 23, 2025, with the project aiming to go out for bid by year-end. The Chub Run Sewer Extension contractor was scheduled to start around Nov. 1 but staff indicated the start will likely be delayed until later in the year; Phase IV sewer work is awaiting PSC and DEP approvals for a connection at Sandy’s Hardware station.
