Councilor Charlene Louk told the council she was concerned the donated‑leave portion of the personnel policy lacked clear parameters and shared examples from other employers. Charlene volunteered to serve on a committee to develop parameters and asked Councilors Karen Phillips and Rick Lafferty to join her.
