Charles Town tree board lacks quorum, will formalize homeowner request process

The Charles Town Tree Board convened on July 8 but did not have enough members present to legally act, Chair Eric Amore said at the start of the meeting.

"And, unfortunately, because we're down a member, we don't have a quorum tonight," Amore stated. The absence prevented the board from making formal motions or votes; instead members heard a public request and discussed next steps informally.

Amore told the resident who presented the tree-removal request that the tree board will prepare an official process for homeowners who want a tree removed or a damaged sidewalk repaired. He described the need for a clear procedure so homeowners know how to submit requests and so staff can evaluate them before forwarding any recommendation to the appropriate committee.

Amore also noted local constraints that influence decisions, including multiple utility lines along Liberty Street that limit which replacement species can be planted. He said the board would meet again when more members are available to make an official recommendation on the specific tree at 419 East Liberty Street.
