Commissioners split over remanding OLF‑8 master-plan changes after residents demand more analysis

Residents from Beulah and neighboring areas urged commissioners to halt or return recent OLF‑8/amendment packets to the planning board for detailed analysis, citing last-minute rewrites, missing traffic and water studies, and potential contract inconsistencies.

"This package in question was rewritten just 13 days before the planning board meeting," said John Moore, who urged commissioners to "pull items c and d and ask your planning department for a real analysis so the planning board can make an educated decision." Supporters of sending the items back contended several planning-board members regretted their vote and that the record lacks adequate transportation, water, and environmental impact analysis. Planning staff and the county attorney explained the board's procedural role: the items are advertised for an Aug. 6 transmittal/public hearing and the public hearing is the appropriate forum to remand items or request more technical analysis.

Commissioners debated timetables and legal risk tied to the sales contract for the OLF‑8 property. Some argued the county should "get out of the development business" and sell the land after zoning parameters are defined; others said remanding now would be the quickest way to address residents' concerns. The board ultimately scheduled the advertised hearings (items A–F) for Aug. 6 and left open the option of remanding particular line items at those hearings.

Next steps: the items remain scheduled for the Aug. 6 public hearings; staff will prepare any additional technical memos requested by the board and the public will have an opportunity to comment again at that hearing.
