Council discusses priorities for comprehensive plan, development standards

City Manager John Adel presented a slideshow to the council outlining goals, recommendations and potential implementation strategies for an updated Comprehensive Plan. The presentation focused on development standards, community design priorities and items staff believes should be included in future planning work.

Council members and staff discussed whether to adopt uniform development standards versus negotiating standards on a per-development basis; City Attorney Susan Thomas noted standards could be adopted but that negotiations vary depending on each project. No ordinance or formal standard was adopted at the meeting; the discussion was a direction-setting exchange for staff-led follow-up work.
