The commission reviewed draft LECC language that would require certain equipment to be demand‑response capable and a separate provision that would require either 100% participation in a green‑power purchase program or at least 50% on‑site renewable generation for new buildings. Staff advised caution and recommended not adopting the demand‑response language for Ridgeway because many local structures are not connected to utility demand‑response networks.
