County begins major rewrite of community-appearance and tree-protection code; board directs public workshop

Staff presented a complete rewrite of Chapter 10 that codifies tree-protection definitions, specimen-tree rules, mitigation schedules, perimeter buffers, bonds and stop-work authority. Commissioners and many residents asked for a widely noticed public workshop focused on enforcement, fee schedules and invasive-plant protocols before a second reading.

Hernando County staff presented the first reading of a comprehensive rewrite of the community appearance chapter that governs landscaping, tree preservation, specimen- and majestic-tree protections, buffers and enforcement tools. Staff said the rewrite closes ambiguities, adds explicit definitions for terms such as critical root zone and opacity, and creates mitigation tables, a tree-mitigation fund and bonding mechanisms to protect plantings during and after construction.
