Several residents told the New Kent County Board of Supervisors on June 8 that a proposed Technology Overlay District could streamline approvals for large data centers without adequate public scrutiny. At the start of public comment, Mike Joyce said the county’s materials show "an administrative approval process with no project specific public hearing if the minimum standards are met," and urged the board to clarify safeguards before adopting any pathway that could favor corporations over small businesses and farms.
