Sheriff’s staff told the commission that a Federal Communications Commission ruling removed county access to certain telecom-derived funds used for jail operations, resulting in a loss the sheriff described as "a 100,000 plus." County staff and auditors proposed addressing the gap by creating an interagency agreement with the Alabama Department of Corrections to bill for inmate housing and services and to receive quarterly reimbursements.
