Pike County approves amended Emerald Greens agreement; operator asks for short-term lease help

Pike County Fiscal Court voted to approve an amended management agreement with Emerald Greens LLC, the private operator running the county-owned golf course, after a motion and roll-call vote that left Judge Jones abstaining.

County attorney Roy told the court the operator had rebranded the business as Emerald Greens, completed required Secretary of State filings and requested a 10-year term. Roy summarized the legal effect: "He's asked for 10 years... So that basically give him 20 years," reflecting the agreement's renewal structure. The motion to approve the amendment passed on roll call with three commissioners voting yes and the judge abstaining.

After the vote, operator Jeff Norman described heavy flood damage and significant out-of-pocket spending to reopen the course, and he asked the court for limited financial relief to bridge a slow re-start. "If I could do something for 18 months, not even the whole term of the lease, just 18 months, that would get me through the winter to work on some stuff, give the Greens time to come in," Norman said, explaining the short-term support would allow greens to recover and membership to be rebuilt.

Norman also described ongoing monthly obligations and equipment costs. The judge and several commissioners asked him to provide a copy of the lease to the county attorney for review; the court said it could call a special meeting to consider any recommendation once the lease and legal guidance are available. County officials did not commit to a funding amount during the meeting.

The court's action leaves the operator with the amended agreement in place while leaving open whether the county will assist with lease or cart payments; commissioners repeatedly emphasized other budget pressures and the need to review the lease before any financial commitment.
