Parents say Nelson Place transfer process left special-needs kindergartner without promised placement

Parents of students at Nelson Place told the school committee that the district's handling of preschool-to-kindergarten transfers has been inconsistent and has, they say, harmed children with special needs.

Desiree Anderson described her daughter Stella's case, saying district staff initially advised the family to submit a voluntary transfer request to keep Stella at Nelson Place and later told them the child instead needed special administrative permission — a reversal that led to delays and stress for the family. "Stella deserves to be seen as more than a placement number or a capacity issue," Anderson said, and asked to meet with decisionmakers to review medical recommendations and placement decisions.

Several other parents, including Brent Gleason, corroborated long timelines, inconsistent guidance and difficulties accessing clear answers from the district, and raised concerns about legal counsel being involved in placement communications. The meeting included a petition from Parent DataForce requesting an expedited, de-identified report on transfer approvals, denials and reversal criteria for the 2026–27 school year so the committee can verify whether policies and practice align. The petition asked for data showing by grade the outcomes, whether disability-related needs were documented, who authorized reconsideration, and how capacity was measured.

The committee did not reverse any individual placement at the meeting but heard multiple personal accounts and a request to refer the matter to administration for a public report and procedural clarification.
