TPO Accepts Economic Analysis: Trails Generate Millions in Local Output, Staff Urges Connectivity

TPO staff presented an economic analysis on Aug. 12 finding that Hillsborough County’s existing multiuse trails generate measurable economic benefits today and larger gains if the network becomes more connected. Jenna Gordon, TPO staff, said the analysis used trail counters, local spending benchmarks and economic models to estimate current and future impacts.

Gordon reported an estimated $9.9 million in annual economic output tied to the existing network, and modeled a connected 25‑mile expansion that could generate more than $21 million in annual output and support roughly 171 jobs per year under the expanded scenario. "Our final message would just be that, trails can be economic infrastructure and not just amenities," Gordon told the board. The report also estimated about $8.5 million in annual household cost savings under a mature network scenario and noted more than 57,000 residential parcels within a quarter‑mile of existing trails.

Board members generally supported the findings but stressed prioritizing connectivity before costly surface improvements. Several members urged staff to emphasize safety and ADA access in the next steps. Commissioner Wostel moved to receive the report; Board Member King seconded, and the board approved the recommendation by voice vote.
