A county committee recommended that Franklin County dissolve 12 existing herd districts and replace them with a single, countywide ordinance to clarify fencing, liability and enforcement. The committee lead told the commission they reviewed other Idaho counties and concluded the current districts—many formed before 1990—are not functioning as intended.
