Planning staff told the commission the 2019 comprehensive plan process was initiated but never finalized and therefore is not valid for development decisions until the city completes a post-acknowledgment amendment and submits it to the state. Staff proposed town halls and an envisioning process to complete the plan and set a realistic timeline for finalization.
