Kingsbury commission backs Guadalupe County master drainage study

The City of Kingsbury city commission voted to adopt Resolution R202507 on Dec. 15, 2025, agreeing to participate in Guadalupe County's proposed master drainage plan and to coordinate with county consultants on data and stakeholder engagement. The resolution states that participation does not obligate the city to provide funding but ensures Kingsbury's drainage concerns and priorities will be included in the county-led evaluation.

A consultant working with Guadalupe County told the commission the county's grant application to the Texas Water Development Board was ranked seventh statewide and that "the funds have not officially been awarded yet," and described the study's primary focus as flood-risk evaluation rather than small localized fixes. Commissioners discussed how the plan could surface broader flood-risk projects and recommended that Kingsbury provide a list of priority local drainage concerns to be incorporated into the study.

Mayor/Presiding officer (chair) read the resolution aloud and a motion to adopt was made and seconded; commissioners approved the measure by voice vote. The resolution authorizes the mayor, commissioners, city clerk, and city attorney to coordinate with Guadalupe County and its consultants and to participate in meetings associated with development of the master drainage plan. The commission asked staff to include a cover letter with the resolution requesting that Kingsbury be notified of public meetings and that the county consider the city's prioritized drainage issues.

The consultant recommended a local representative attend regional flood-planning-group meetings and said that anecdotal reports of historic flooding (for example, areas where prior farms or structures washed away) can be valuable evidence to pair with gauge records. The city will provide a copy of the adopted resolution to Guadalupe County for TWDB application documentation.
