City staff presented a proposed zone text amendment (Ordinance No. 12‑92 / ZTA 26‑02) to expand buffer distances and limit where massage establishments could seek conditional use permits. Jerry Marquez, presenting the staff report, said the planning commission recommended a 1,000‑foot buffer from sensitive uses (schools, parks, daycare centers and religious institutions) and a 350‑foot buffer from the city boundary; that version would reduce eligible parcels to as few as 16. “This map pushes the use toward the eastern portion of the city where there are larger manufacturing zones,” staff said.
