Expert urges baseline gambling-prevalence study, says protections must come first

At a March 21 working-group briefing, a Rutgers-affiliated researcher told Hawaii lawmakers that the first step before any legalization debate should be baseline prevalence research, stronger consumer protections and local oversight to reduce harms and guide policy choices.
