County and authority members discussed the possibility of the Water & Sewer Authority taking over the Roosevelt Institute’s on‑site water system as an additional supply.

Participants said the institute’s system is currently permitted for about 150,000 gallons per day with a maximum noted near 196,000 gpd; historical spring flow measurements were cited near 650 gallons per minute (roughly 1,000,000 gpd), although available daily output in practice was described as lower. A state facilities report referenced during discussion identified pump‑house and treatment equipment in need of rehabilitation; speakers cited an estimated capital need on the order of several hundred thousand dollars over the next decade to bring the treatment equipment up to standard.

The authority said the takeover could yield several hundred thousand gallons per day of practical capacity (presenters estimated '3 or 400,000 gallons maybe a day' in combined use) but cautioned the county would need a clear financial plan, agreements on facility operations and warranties, and legal review of any transfer. Commissioners asked the authority to get a precise inventory of meters, usage, staffing needs and the projected revenue to determine whether the system would pay for itself.
