Developer outlines 311-unit Greenville annexation concept; no application pending

Developers for Greenville presented a conceptual annexation plan to Meriwether County commissioners on March 23 that would include about 81 single-family lots and roughly 230 townhome units—about 311 total units—if ultimately pursued.

“My name is Richard Carey. I’m with Brent Holdings,” said Richard Carey, a project representative, who added the company is currently a property owner and that the December application was withdrawn to allow the city and county to coordinate. Carey said the conceptual plan shows multiple access points to Gate Connector and Highway 109 Spur and that wetlands and buffer delineations were included in the materials.

City attorney Dina Ingram repeatedly emphasized that Greenville does not currently have a pending annexation application: “An application was received or a petition was submitted by the developer on December 1,” she said, and later that the petition was withdrawn on Dec. 18. Commissioners and residents used the informational session to raise concerns about infrastructure, phasing and long-term impacts on downtown Greenville.

Developers described phasing the single-family portion in increments of about 40–50 lots and acknowledged the townhome component would be a separate market decision. Carey said developers plan to install infrastructure (roads, sewer, water improvements) and then hand those systems over to the city if annexation occurs.
