EMA director: R-3 developments outside five-mile radius could strain volunteer fire response

Lincoln County's EMA director briefed commissioners on how ISO ratings and volunteer-response realities affect heavy residential development. The director said the county's ISO grading differentiates areas inside and outside a five-road-mile radius of recognized fire stations: "If you're within 5 road miles of 1 of our recognized fire stations, is the 6... If you're outside of 5 road miles of 1 of our recognized stations, you are a class 10."

He warned that R-3 (heavy-residential) developments outside the five-mile buffer impose strain on volunteer firefighters and response times. "So for a volunteer department, it really strains our ability to respond... It creates sleepless nights when I hear of them for our guys," he said. When asked how many personnel would likely respond to a structure fire at 8 p.m., he estimated "10 to 15 between the 3 stations," and noted NFPA guidance calls for arrival within 20 minutes.

Commissioners used the briefing to frame concerns raised in public comment and to justify pausing major rezoning decisions until the planning documents and infrastructure reviews are completed. The EMA director recommended caution when permitting dense developments outside of established service radii.
