The Stephens County Planning Commission received extensive public comment on a conditional‑use request to operate a three‑bedroom transitional recovery residence at 99 Wofford Stowe Road under an application tied to the Grace Foundation. Staff recommended approval contingent on parking and buffering. Katie Wallen, identified in the hearing as "the director of The Grace Foundation," described the program as faith‑based, selective and transitional and said residents would be in later phases of recovery and would use community services. "Recovery is not addiction," Wallen said, adding the home would not be used as a medical facility and would not have regular on‑site counseling.
