Lower Windsor planning commissioners weigh Property Maintenance Code, enforcement limits

The Lower Windsor Township Planning Commission reviewed a directive from the Board of Supervisors to study a potential Property Maintenance Code, but members expressed skepticism about enforcement and potential unintended effects. Dr. Hollis Bedell led the session at the municipal building on Nov. 19, saying the commission would examine the code text provided by staff.

Commission members noted the township has numerous properties in disrepair and questioned how adoption of a new code would translate into better outcomes given limited staff resources. Becky Pfeiffer, a planning commission member, said many owners lack resources to make repairs: "There are a lot of property owners who do not have the financial wherewithal to make some of these repairs." Zoning Officer Monica Love responded that some county-level programs exist that the township can reference to help residents pursue repairs.

Members discussed using existing enforcement tools in parallel with any new code. Several suggested addressing trash and junk through a junk-and-debris ordinance and clarifying the township's dangerous-buildings rules; members also raised the need for provisions covering vermin, insect and rodent infestation. One member cautioned that boarding up a structure could signal to emergency services that a building is empty and change how fire or emergency responses are prioritized.

The commission did not vote on any ordinance language. Members agreed to review the Property Maintenance Code document provided by staff and to highlight provisions they consider important while avoiding overly intrusive requirements. No implementation timeline or funding commitment was recorded during the meeting.
