Dave Tucker said his service on the Planning and Environmental Commission taught him that PEC often must rule based on what town code allows, limiting the commission's ability to stop permitted projects. "If the code says something's allowed to be built, we can't just vote it down," he said, arguing the council should review code to give staff and commissions clearer tools.
