The Baxter City Council adopted Resolution No. 2026-21 authorizing a Development Agreement with Benola's, LLC (motion by Jamie Milligan; seconded by Lindsay Bethards). The roll call showed one abstention: Council Member Michael Churchill recorded an abstention while other members voted in favor.
