County and planning staff consider regular training, bylaw changes for planning commission

Officials and planning‑board leaders told commissioners that planning commission meetings have suffered from side conversations, lack of preparedness and unclear motions; the board discussed options including pre‑meeting training, quarterly retreats, attorney input and bylaw changes and asked staff to follow up with proposed formats and costs.
