Accounting Manager Heather Childs presented the city's annual fee-schedule update and explained that some fees are indexed to a Caltrans Highway Construction Index (HCI), which staff reported at 35.7% this year. The finance committee recommended capping HCI-related increases at 3% for this cycle.
