District reports contract renewals, flood-project closeouts and master plan work

Staff reported several administrative and planning updates. The WCCS Empowerment Center contract was renewed through June 30, 2026, with an option for early termination dependent on building construction and occupancy timelines. County staff contacted the district about closeout of four Cal OES Project Worksheets related to the 2019 flood (damage to teen center, slide damage at Creekside, loss of concession trailer and eligible management costs) and reimbursement has been received for those items. Marina McTaggart said Solar Works has been sold to its former operations manager and that existing warranty claims should not be affected; the district holds two warranties with Solar Works.

The board also discussed soliciting at least three estimates to update the district Master Plan; staff and consultant Stephanie Felch will assist with contacting the original contractor and drafting solicitation language. Marina said she had reached out to County Public Infrastructure and District 5 regarding Monte Rio Bridge retrofit plans and requested consideration of a townhall to update the community; no response had been received at the time of the meeting.
