Council reviewed several code-enforcement matters during the Feb. 11 meeting. Council members said the owner of 259/261 East High St. — who also owns 257 — responded that he had hired a structural engineer and would be on site that week. Separately, code officer Luis condemned an apartment building at 113 E Phillip St.
