Palmer Land Planning LLC requested approval to subdivide a 319.71‑acre parcel into 52 single‑family residential lots in a rural/ag interface area. Staff reported the proposal generally conforms to the Laramie County comprehensive plan and Land Use Regulations but noted portions of the parcel lie within the FEMA 100‑year floodplain and that a DEQ Chapter 23 non‑adverse determination will be required before recordation.
