Commission approves Powder River Apartment Complex conditional use permit

The Laramie County Planning Commission voted to approve a Class B Conditional Use Permit for the Powder River Apartment Complex, a two‑phase project proposing one 24‑unit complex and two 12‑unit complexes on approximately 2.55 acres within the Urban Residential Low Density zone. Staff recommended approval after determining the application met the criteria in the 2025 Laramie County Land Use Regulations, subject to conditions that all agency review comments be addressed prior to recordation.

“Staff find this application is in conformance with the plans and policies of Laramie County,” Associate Planner Sunny Porchow told the commission during the presentation of the staff report. During public comment, nearby resident Martha Lane said she was not opposed to the project but asked about trash service, construction‑period parking and flood concerns near Allison Draw; county staff responded that the proposed development is outside the FEMA floodway and that applicable flood elevation and construction requirements would apply if necessary.
