Staff explained the county has previously allowed small, off‑grid battery systems for residential or agricultural use — generally limited to 50 kilowatt equivalent — and presented options for permitting utility‑scale systems. "We had...allowed basically battery energy in residential and agricultural that would not exceed 50 kilowatt equivalent so that they could charge their EV vehicles...as long as they didn't connect it to the grid," staff said, summarizing the existing approach.
