Commissioners clear RFP timeline and funding details for transfer facility work

David Spicer, the county's chief operator, gave an operational update on the transfer facility: recent commodity movements included 4.02 tons of commingled material, 5.4 tons of cardboard and 15.41 tons of scrap metal, which generated $2,773.80 for the county. Spicer said staff has advertised an RFP for a new Tiffin floor; the pre-bid meeting is scheduled for Aug. 27 at 2 p.m. with the bid opening on Sept. 24 at 2 p.m. in the commissioners' meeting room.

April Hand and other staff briefed the board on grant inflows: the county previously invested $1.5 million in the transfer facility account and has since received roughly $2.8 million more to expand recycling and support construction and related work. Hand said the county will need to follow the Local Government Commission (LGC) process for loan approvals similar to prior school financing if the board pursues certain borrowing.

Why it matters: The transfer facility is a long-term infrastructure project expected to affect how the county handles waste and recycling; the RFP and grant funding now put the county closer to beginning construction and equipment work.

Spicer also said fairground Wi-Fi remains unreliable and staff is working to fix vendor credit-card processing complaints tied to event operations. The board asked for continued updates as procurement and construction milestones arrive.
