Committee delays conservation‑landscaping bill after agencies request implementation clarifications

The committee moved to hold CB 64 to the July 16 PHED meeting after staff and agency representatives requested more detailed implementation guidance and cross‑agency training plans.

Staff described the bill as a targeted update to the county’s exterior property standards to define "conservation landscaping" and exempt native plantings, pollinator gardens, rain gardens, wetlands and cultivated vegetation from being classified as weeds so long as such plantings are intentional and well maintained. "This bill establishes a definition for low impact or conservation landscaping and exempt intentional well maintained conservation landscaping ... from being classified as weeds," committee staff said. The legislation also aligns noxious weed definitions with Maryland law and expands the abandoned‑vehicle definition to include watercraft and semitrailers.

A department representative said enforcement will require clearer standards and training for DPIE inspectors and suggested formal consultation with Department of Environment staff to help identify acceptable plantings and what constitutes "intentional" maintenance. The sponsor said he was willing to add language to require consultation and noted the item could be worked out for the July 16 agenda; the committee voted 4–0 to hold the bill to allow those discussions.
