Commission votes to place Ready 2 potable-water contract under RDC umbrella

The Cass County Redevelopment Commission voted to place the Ready 2 potable-water subrecipient contract under the RDC umbrella instead of having the county commissioners sign it directly. Chair Steven put the motion on the table and members carried it by voice vote.

Christy, the staff member presenting project details, said, "The total value of the pay application is a $124,703.58." She added, "So the total amount due in this application is $120,962.47," explaining that retainage was being withheld. Staff also told the commission the grant funds came through the state and IEDC via the North Central Regional Planning Council and that the redevelopment commission was the appropriate contract recipient.

Commissioners and staff discussed the components of the pay application — whether particular line items were equipment, supplies or engineering work — and confirmed the recommended administrative approach. After the motion to assign the contract to the RDC was seconded, members responded with an extended series of affirmative votes and the motion passed.

Next steps, as described in the meeting, include continued coordination with the contractor (Dykeman), clarification about locate fees (Dykeman later asked whether locate fees could be waived), and processing of Pay Application No. 1 in accordance with the retained amounts.
