Teachers and parents raise special-education caseloads, Ryerson construction problems and transparency concerns

Several public speakers used their comments to press the board on program-specific issues including special-education procedures, construction defects at a new school, and the need to protect staffing amid tightened finances.

Tansy Coates, who identified herself as having 17 years teaching special education in the district, urged the board to study an "83 page document" on updated special-education procedures and to focus on compliance and true caseload workloads rather than just nominal caps: "I strongly urge every board member to take time to become familiar with this 83 page document and more importantly, with the rules and regulations that govern how we are required to serve some of the most vulnerable students in our district." She also warned that a proposed levy language and a claim of a 4% revenue measure require clear public explanation.

Coates also flagged construction problems at Ryerson Academy: "But after a $77,000,000 investment, I think it is reasonable for parents and staff to ask how these issues were able to exist as we open the building." Other commenters — including Amanda Preston and Erica Pennington, president of the Fayette County Education Association — urged that the board prioritize staffing and public input during the superintendent search.

These concerns ask the board to balance fiscal triage with legal compliance for special-education services and to resolve construction deficiencies at newly opened facilities.
