After a public hearing on Aug. 25, the Liberty City Council approved an ordinance renewing the LMRC (Liberty Municipal Redevelopment Corporation) development plan under Chapter 353 of the Revised Statutes of Missouri. The renewal declares a downtown redevelopment area blighted based on a March 2025 blight analysis and restores the program’s authority to consider commercial and residential tax abatements under the terms described in the plan. Council Member Kevin Graham opened the hearing; Council Member Graham moved approval on second action and Council Member Michael Hagan seconded; the ordinance was adopted with Council Member Harold Phillips recording an abstention.
