Commissioner Michelle Testerman moved to table authorization to advertise Ordinance 540, which would establish a non-uniform pension plan administered by the Pennsylvania Municipal Retirement System (PMRS) for full-time employees, until the Oct. 7 meeting so commissioners could receive more information about rates. The minutes record the motion as passing 4–1, with Commissioner Joe Templin casting the lone dissenting vote; Templin said he opposed "due to not wanting a state pension plan controlling the township retirement plan." The motion was recorded as "Motion passes with a 4-1 vote."
