A board member asked whether Winter Park has guidelines to encourage greener new construction—solar readiness, electrification and similar standards—and staff members responded that state rules constrain local options. "So that goes into, Florida building code. It supersedes, it dominates this conversation," one board member said, adding that a recently passed house bill had preempted a prior local requirement to plumb for electrification in commercial construction.
