Staff reported the North Transmission Main had reached 60% design and identified two alignment options: continue with the current alignment (which crosses two farm properties and would require ongoing crop-damage easements) or redesign to move the main north into county right of way along West 22nd Street. Evan said Amendment 2 would fund additional survey, redesign and relocation work to the 22nd Street alignment and gave council the option to approve the amendment or continue negotiating easements with property owners.
