Stephens City Council authorized roughly $17,000 for engineering services to develop a grading plan and entrance design for a proposed public works facility. Town Manager Mike Majher told council the plan will be submitted to Frederick County for ENS approval and then to VDOT, and noted a neighboring parcel may need to allow minor grading at the entrance.
