Chief of Staff Lalo and Budget Director Anne Milner presented a draft of countywide administrative rules for grant management designed to standardize applications, fiscal‑sponsor vetting, payment options (installment, reimbursement, advance), record‑keeping, monitoring and noncompliance procedures. Milner said the rules are forward‑looking only (they will not apply retroactively to existing agreements) and invited council input.
