River Ridge CDD awards $1.11 million four‑phase drainage contract to Clark Construction

The River Ridge CDD Board voted April 28 to award the four‑phase stormwater/ drainage improvement contract to The Clark Construction Group, Inc., with an additional 5% contingency, not to exceed $1,111,860. The motion was made by Mr. Kurt Blumenthal, seconded by Mr. Terry Mountford and carried unanimously.

Staff distributed a Summary of Drainage Improvement Bids and explained that adding another 5% contingency (in addition to the 15% already built into the contractor bids) was intended to cover unknown unit‑cost items such as tree removal, replanting shrubs and capping existing golf course drainage systems. The meeting record notes the Grand Total rose "from $1,058,914.45 to $1,111,860." Mr. Krebs reviewed differences between the MRI Construction, Inc. and Clark Construction Group bids and said staff will verify unit counts against invoices during construction oversight.

The Board also reviewed an option for the Oak Run Homeowners Association to connect roof drains at a cost of $197,201.47 if the HOA elects to proceed; Mr. Pires noted the HOA will need to execute its own contract with the chosen contractor. Staff will administer contract oversight and provide tallies to verify invoiced unit costs.
