Director Jonathan Rogers said DFHV's WAV pilots showed that per‑trip incentives were insufficient to guarantee wheelchair‑accessible vehicle (WAV) availability. He recommended moving from fleet‑count quotas to performance standards such as average wait time and fulfillment rate, and described plans to solicit proposals (RFP) to incubate operators with the capacity to provide reliable WAV service.
