The Committee on Public Works and Operations reconvened June 3 to continue an oversight roundtable on the District's for‑hire vehicle laws. DFHV Director Jonathan Rogers told the committee that decades of piecemeal rulemaking have produced a ‘‘patchwork’’ that favors private ride‑share firms and leaves gaps in transparency and enforcement.
